Annual Meeting Minutes

Fleming United Methodist Church

June 4, 2011

 

 

 

Association President, Rick Lanners, called the meeting to order at 10:15 0a.m.  Fifteen property owners were present as well as guest speaker, Michael O’Keefe from the Township.

 

Rick introduced Association officers: Bill Calder, Secretary/Treasurer; and Board Members Greg Saunders  and Joyce Fulton. Ken Hunt and Joe Salzwadel were absent. The good news is that after 42 days in the hospital and nursing home, Betty Hunt  is finally back home.

 

All property owners present then introduced themselves and stated where they are located on the lake.

Annual Meeting Minutes

Minutes from the 2009 Annual Meeting were mailed to all property owners last year.  Pete Jaroscak made a motion, seconded by Terry Dahlberg to approve the 2010 Annual Meeting Minutes. Motion carried.

 

Treasurer’s Report

Bill’s treasurer’s report shows that as of May 1, 2011 the Association has $1,080.87 in its checking account.   

Discussion on paying Ben Johnson $50.00 for cutting the grass at the landing. Jack McCauley asked if the DNR was paying anything. According to Roy Giese, Sam Johnson in Grand Rapids would be the person to contact. They used to pay for grass cutting until funds got short. Motion by Pete Jaroscak, seconded by Jack McCauley to pay Ben Johnson $ 50.00 for cutting the grass at the landing. Motion carried.

Discussion on making a donation of $200 to the Palisade First Responders with the understanding  that the monies be used to outfit the Palisade First Responders. Motion by Rick Lanners, seconded by Carol Johnson to donate $200 to the Palisade First Responders. Motion carried.

Discussion of paying dues to ACLARA and a donation to the Fair. Motion by Rick Lanners, seconded by Pete Jaroscak to pay $25.00 for dues and make a $25.00 donation to the Fair. Motion carried.

 

Presentations:

 

Michael O’Keefe – Fleming Township

Mike explained that the Township did a lot of regraveling of township roads the past two years but this year they are cutting back and will be concentrating on culverts. A culvert is going in on the south side of Fleming Lake by Chuck Diefenbach’s driveway. Time and weather permitting the Township is going to clean out the openings to existing culverts.

Question regarding calcium chloride on the south side of Fleming Lake. Mike explained that April is the month to contact the Fleming Township if you are interested in putting down Calcium thru the Aitkin County Program.

 

Greg Saunders – Barley Straw Treatment

Greg reported that recently there have been articles in the Star Tribune referencing the algae treatment of ponds with the use of Barley Straw. He did some research and found that beside the high cost, it is not intended for a 300+ acre lake like Fleming Lake.

 

Joyce Fulton – CLMP Program/ Lake Water Sampling Program

Joyce reported that Fleming Lake is now listed as impaired because of phosphorous enrichment. The Minnesota Pollution Control Agency is required by Federal law to restore our waters but according to their schedule this will not happen until the year 2016.

Terry Dahlberg has agreed to be a Citizen Lake Monitoring Program volunteer and continues to take Secchi transparency readings of Fleming Lake. He will start this month. He has been doing it for 3 years.

John Halko expressed concern about clearing out the channel between Wilkins and Fleming Lakes. He would be willing to do the legwork on this issue if the Fleming Lake Association would write a letter stating that this is a goal of the Association. Jack McCauley explained that he did a thorough study on this issue about 6 years ago and came to the conclusion that nothing could be done without the permission of the owners of the property. John made a motion, seconded by Pete Jaroscak to write a letter to the DNR requesting the channel between Wilkins and Fleming Lakes be cleared up. Motion passed. John Halko will write the letter for Rick Lanners to sign.

Greg Saunders made a motion that instead of only taking one water sample this year that we take 3 (June, July, Aug.) Long discussion about what good testing does and what the DNR Fisheries do with the information that we have been collecting. Motion seconded by Ed Kramlinger. Motion carried with 2 opposing.

 

Awards

The Paddle award was given out this year to Terry and Sandy Dahlberg. Terry served on the Fleming Lake Association board. Together they have coordinated the annual Boat Parade for years. The Dahlbergs have also assisted with each and every one of the Fleming Lake Association picnics. The other Paddle award will be given to Ken Hunt for his contributions to the Fleming Lake Association, taking water elevation readings, testing for e-coli, and serving as Vice President for the past 2 years.

 

Election of Board Member

Joyce Fulton agreed to run for another 3 year term. Hearing no other nominations a white ballot was cast. Joyce Fulton will retain her Board position.

Boat Parade:  Saturday, July 2nd, 2:00 p.m.

The Annual Fleming Lake Boat Parade will be held again this year on Saturday, July 2nd —Terry Dahlberg will coordinate the event.  Boats are to gather at 2:00 p.m. in front of Terry and Sandy Dahlberg’s, lot #17, on the south side of the lake. A drawing for 3 $25 gift certificates to the Fireside Inn will take place after the Parade.

This year we will have the drawing for the lawn swing after the Boat Parade. This will give us more time to sell raffle tickets. Raffle tickets are $3 each or 2 for $5.

 

Fleming Lake Picnic

Kathy Clemens  encouraged everyone to stay after the meeting for the picnic. There will be a drawing for kids prizes as well as Adult prizes. Thanks to Joyce Fulton, Carol Johnson, Sandy Dahlberg and Gloria Jaroscak for all of their help organizing the picnic.

 

Membership

Bill Calder encouraged everyone to talk to their neighbors about joining the Association in hopes of increasing membership and providing more up to date information on their addresses and phone numbers for the next Fleming Lake Association directory. To date, a mere 30% of property owners have joined the Association. (See enclosed.)

 

Good of the Fleming Lake Association

            Greg Saunders mentioned that the Fleming Lake Vegetation Management Plan is due to expire in 2012. He has contacted Dan Swanson and there will be a meeting in December to review our plan and update it.

            Everyone agreed that the use of Fleming United Methodist Church is a good place to hold our Association meetings.

             

            Adjournment

Terry Dahlberg made a motion, seconded by Pete Jaroscak to adjourn the meeting at 12 PM.  Motion carried and meeting was adjourned.
